It is wood, it is I think impossible to break, I also think it is safe even under 3 years old. My 23 months old already know numbers till 100, and this is a a next step. She learn at least 100,200,300....9000 for one day. Combinations are more difficult. I think it is also very good with beads as it decried in Montessori books. I have beads for tens and now thinking to get for hundreds and more.
