It was meant to be purchased by teachers, used in a classroom, with a teachers kit. That is why it is missing the instructions.

I found this on the lightning deals. And what a deal! My 10 and 7 yr old boys love that they can make whatever they want. It's hard to find just bins of Legos with no directions (not a set to make one specific item). Their imaginagions are set free! It's wonderful.

I bought this for a family with boys and girls ages 4 to 7. They had other city sets that I thought these would go be a nice addition, fun to build and then tell stories as they love to pretend various adventures. I was lucky enough to get them with a gold box deal, but they are worth the regular price. .

Just what our little lego creator wanted. Arrived as advertised. Only warning for other parents is that this kit does not come with the detailed step-by-step instructions in normal retail lego sets. It has some very generic single page instructions.
